In an interview with the New York Times, NATO Secretary General Mark Rutte said Russia has engaged in an impressive military build-up and some member states may need conscription to prepare for a future war. Rutte expressed he was also unconcerned about what Russian Foreign Minister Sergei Lavrov says. 

“And that is crucial, because Russia is on a war footing in every sense,” Rutte told the Times. “The size of the military, what they’re investing in, in their tanks, in air defense. . .
