Members of Congress spend less than half the year actually in session. Even when they are meeting on Capitol Hill, most representatives have attendance rates that would get the average American fired. 

Still, Congressmen spending months out of the year outside of Washington was intended to provide time for an essential duty: understanding the positions of their constituents. During this year's August recess, only 11 members of Congress will hold town halls.
