Zelensky Says Congress Must Approve Security Guarantees for Ukraine

President Volodymyr Zelensky said the security guarantees from the US must receive approval from Congress and remain partly secret. 

Zelensky has demanded that Ukraine and the US enter into a bilateral agreement similar to Article 5 of NATO as a condition for making an agreement with Russia to end the war. Moscow has said that Kiev commitment to neutrality must be part of any peace agreement.
