Republican leaders were unable to whip enough members to vote for a bill to extend FISA Section 702 for several weeks. 

On Wednesday night, the House voted 198-218 against the legislation. 19 Republicans voted against the bill, and only seven Democrats voted for it. Section 702 of FISA allows for the US government to collect bulk data on Americans without a warrant.
